you can have a bucket full of parts and install them yourself. but it takes a professional to really "build" an engine, and that will only take place in the details.- shot peening - hot tanking (oil) - acid bathing - balancing the rotating - blueprinting - magna fluxing - decking the heads - deburring/chamfering - etc etc - valve seats worked - gasket matching etc... lots and lots of details not shown in that picture. much of those details are completely foreign to us 'normals' just buying the parts will only get you the parts. the critical aspect is in the assembly, and the amount of detail gone into the assembly. This is what gets you a quality 'built' motor. But in short, everyone and their father would consider their engine built if they assembled all that stuff together in their back yard with no regard to the details.
